in India laws are neither respected nor enforced properly IMHO that's the main problem. There are enough laws to prevent corruptions and bandhs but they aren't enforced properly. AS The kerala highcourt & THE honourable suprime court ordered the state goverments in 1992 & 1996 to take proper steps to stop bandhs...
