I agree with Abhijeet and Cottage Cheese.

In UK, their sale is perfectly legal....

Absolutely.... why, if I have it right they are encouraged in UK.
Silencers of all types help by protecting the hearing of the user as well the people around. As far as question of misuse is concerned the list of common and domestic objects/chemicals etc. is endless. We are already living with and surrounded by "dangerous" objects and chemicals. For example:
1) Kitchen knife or shaving razor.
2) Cooking gas. It is a high explosive. It's blast is similar to that of "fuel air explosive" and can kill hundreds of people and level the buildings around. Cooking gas has been successfully used by criminals as booby traps etc.

The list can carry on. The main point is if someone is well determined and bent on creating trouble, plenty of material is available, he can do it regardless of any silly law which is more concerned with violating the freedoms of law abiding citizens and helps the government officials get excuse to officially harass the ordinary citizens. It is not the material that causes trouble, it is the criminal mind that causes trouble. Hence the laws need to concentrate on tackling the criminals and not on tackling the lifeless material, which by itself is not committing any crime.

Actually we meant firearm moderators.... in UK (Just one country for instance) moderators are commonly available and encouraged for .22LR and proper Center fire rifles of all sizes. Health(hearing), and civic (noise) considerations are among the reasons for such.

As regards, handgun moderators(or silencers as some say) there is no practical application for such...thus they are not as common place.
