2.How much time it takes to get a new Arms License?
Ans :Minimum 2 months.(No Maximum time....delay can be indefinite :evil: )

4.Which documents needs to be submitted for obtaining a new Arms License?
Ans :1. Copy of Ration card
2. Election card
3. Last 3 years I.T. certificate /chalan copy
4. Two character certificates from the responsible citizens of your locality
5. Physical fitness certificate
6. Education Qualification certificate
7. Proof of age
(Above requirements are nothing but a mischievous motive to create problems and discourage people from applying for arms license. Moreover no where it is mentioned in Arms Act about all these seven conditions are needed. Whereas proof of Identity and Residence should be sufficient. These conditions appears to be violation of Arms Act and Equality for all citizens enshrined in our Constitution itself.

Does the Mumbai police mean people who do not take their ration from government ration shops using ration cards are not eligible?

Does the Mumbai police mean people who have not received election card are not eligible?

Does the Mumbai police mean people who are below the taxable limit or exempt from income tax not eligible?

Does the Mumbai police mean their so called "Inquiry" they conduct is meaningless, as such they require a "character" certificate from some "responsible" citizen(Can Mumbai police define who is a responsible citizen by their standard?)

Does the Mumbai police mean people who have some disability, are not eligible?

Does the Mumbai police mean people who were not fortunate enough to have formal education are not eligible?

Does the Mumbai police mean people who are above a certain age, even if they are fit, are not eligible?

I ask those "responsible" and "prominent" citizens of Mumbai, who had raised a big hue and cry after 26/11, are they awake and willing to do something or they are simply scared?

Sometimes I get a feeling, we are really a nation of cowards, yes there are few courageous and honest people but the number of corrupt, opportunistic, treacherous and cowards is in plenty. Read the history of this country, one will get a glimpse of the facts.

I agree. The above requirements, while it is not mentioned in the Arms Law, if they were genuinely for the purposes of identification/address proof/age proof/knowledge of the law then I guess it would be okay as it may help the licensing authority in making a favourable decision. How ever I am inclined to agree with you as this is nothing but giving the applicant a runaround. If all are provided then some other "paperwork" will be asked for, or some other method will be found to disqualify the applicant. :x
Too much discretionary power lies with the licensing authority, there must be checks and balances in the Law to prevent arbitrary refusal. Everything is geared against the applicant! :(

Yes not only to just give a runaround to applicants, but to create hardships so that they either ultimately give up or bend and offer them illegal "gratification" to get the license issued.

Otherwise when the government of India itself has accepted that majority of crimes are committed by illegal weapons, then what is the aim of all these sudo-legal formalities?
