For a start; form an organised, registered legal entity like IFG/GFI. Start small, someone here can do some typesetting/brochure making work in their spare time. Get the newspaper vendors to start distributing the flyers with the morning paper. Very cheap solution to start with.
As the momentum picks up I can get some billboards in Mumbai if we pick up the printing tab.
