That definitely is a pesh kabz. The contours of the armour piercing tip seem more to be ground than forged.A closer inspection may reveal more. The design, and fresh koftgiri seem to suggest a more recent origin. Just my 2p worth.

Looks like IT IS a Pesh Kabz....
Wonder how it can be tested for its gold content (read filigree work)
