Killing stray dogs is illegal???
---I have strong feelings about gun control. If there's a gun around, I want to be the one controlling it.

There used to be people from the municipality, who would capture stray dogs and kill the via poison shot. But, after an amendment to the existing prevention of cruelty to animal laws to include stray dogs, i believe 4 to 5 years back, they stopped the killings. Now they capture the dogs, perform some sort of VASECTOMY and free them right back in to the streets.

Don't know how this controls the number rabies bites per year....

The basic idea is to control breeding of stray dogs, so that they dont litter, which in turn reduces chances of rabies bites in future.
But the bigger problem these problem-solvers did not think of is this:
When they round up several dogs from across streets and areas, all of them are transported to an impound where the vasectomy is to be done. Sometimes, these dogs stay here for as long as 3 months, and quite a few of them die unable to take the procedure or due to fights with other dogs. The remaining dogs, would have by now adapted to what is known as 'Pack behavior', after staying together for so long. They are now a team, largely impotent but definitely a potent pack. And in pack behavior, dogs act different. They are more violent, more food-finding, etc.
The blokes make the mistake of releasing all these dogs in the same area, and unwillingly create a dangerous pack. This has led to several children being attacked and some even killed!

He did it right; if mine gets attacked (humans or animals alike), I'm going to chop down the one who dares.
