very nice and informed post. Can you find out more about that 10 year limitation? If a RTI has to be filed to whom shall we address and what will be content of the apllication. If you can give me some ammo I will file it.

good work mate
yes its a good idea to have someone in Delhi to lead this, as the courts/ parliaments are there, so most of the work will be there. However local support is also needed via MP and media awareness of Arms etc.

So (in theory) imports can be reopened if the government simply removes these items from the negative list, as has been done in the case of .177 cal airguns.

as always lack of correct info is the source of the problem, as i said in other threads, one by you, i am game and willing to help out. since your thread we have learnt a lot as to the prolbems, so it would apper that maybe lobbying is needed in the right area, which correct me if am wrong as Abiji said its the negative import list. so that is where we have to look at and put pressure on. Maybe a lawsuit is not the answer at the moment.
i think that the finance ministry is where we should focus at, whats your thoughts on this?

I am thinking of getting data available till date with Crime Records Bureau under Home Ministry using RTI, as to what percentage of violent crimes(including terrorism) have been committed by "licensed" firearms AND what percentage of violent crimes(including terrorism) have been committed using "unlicensed" firearms/arms not required "licensing". I am willing to join others in the forum interested in filling PIL against this stupid "license" raj & import restrictions.

are crossbows legal in India? i would like to bring an excalibur crossbow to india. it has a draw weight of 150 pounds and an excellent trigger mechanism. can i carry it in my checkin baggage?

As far as I am aware, crossbow is not a firearm, therefore does not come under "Arms Act......." Does not appear, there should be a problem, but no one ever knows, working of the minds of sarkari babus. Experienced board members may also tell their opinion/experience.

Actually commercial arms Import can be banned and the personal import can be opened for civilians without any "noble person" Quota...

The legal procedures to lift the Np arms from the Negative list of Exim Policy, I can think of, is to file a PIL for below mentioned 4 reasons:
1)Arms License holders as consumers are not getting option to purchase weapon of their own choice.
2)IOF has no competition leading to poor quality weapons & exorbitant prices for consumers.
3)Government loosing revenue which could be earned by way of custom duty.
4)Import restriction serves no purpose as majority of violent crimes are committed by "illegal" firearms and not by legally owned firearms. A PIL can be filed in any High Court as well.No need to throw it on Abhijeet or GFI.

I agree with penpusher that PIL can be filed in any High Court. But I do not understand what he means by "do not throw it on Abhijit or GFI." I do not think anybody is asking Abhijeet to take this up individually. By the the way, if GFI is not interested in furthering the cause of RKBA then what is it for? Just for posting threads?

As far as I know, consumer courts have far less powers compared with High Courts, High Courts can pass judgments against executive orders etc. Consumer courts usually deal with issues related to individual cases/compensation etc. High Courts can deal with "Public Interest" matters. More can be elaborated by a lawyer.
