Dear Sharan,
We need to understand one thing that things can't be changed overnight; we need to take a step by step approach to make the dream come into existence. What Saptarshi posted are valid points, so how about taking out a magazine which shall be another indiansforguns.com in printed form.
The topics that can be covered are features on:
i. Retailing of firearms
ii. Shooting products
iii. Information on gun laws, accessories, self-defense and shooting techniques.
iv. Political news as they relate to firearms.
v. Sample articles and featured products from various other websites.
vi. Impartial buying guides and detailed reviews of handguns, rifles, shotguns and shooting accessories.
vii. Real life incidents where firearms brought people out from an adverse situation.
...in a word, something similar to GunBlast, American Handgunner or Guns and Ammo.
Now on the money part. As I mentioned earlier, IFG-ans should donate as little as a couple of hundred of bucks every month to raise the funds for printing the mag. The money that shall come from the sales are going to go to IFG to support the formation of the IFG shooting club.
We can advertise the release of the mag through the TV channels and the posters and slowly create the awareness till the entire Indian population is ready to take the next step. The target should be one year before passing on the petition.

One thought that had struck me (and was struck down by others), is to organize a nation-wide effort to get in people's interest in guns.
My plan is:
1. To get the media to let the people know that something like a practical seminar on Guns is being held in select central places in major cities. Fellow-IFG-ians in these cities could be the required volunteers to run the show. We need to only plan on raising the money for field rent, shamyanas, etc...
2. Hire/request fields in college grounds to give a small exhibit come video display and live display of types of guns.
3. Guide for people to get started on the sport/hobby/etc
4. Rules and problems in India
5. Comparision charts of different rules in different countries
6. How a gun could help, and how people mis-use it- self-protection and its importance
7. Overall awareness of guns
8. RKBA - what it means to the common man.
9. Misconceptions about firearms
10. Details and proceedures of local clubs/etc.
We could invite known and popular faces, mention advantages of shooting sports to induce interest in school/college-goers; educate the affordable groups to get involved; overall- make shooting a more 'known' name in general households.
If we could hold this event in, say, 10 metropolitan cities for 2-3 weekends, and have it advertised enough in media, a good turn out people will spread the good news for us.
Following this, we could ask these people, who have been 'educated' to get involved in signing a petition for enforcing RKBA.
We could make displays and posters of different hand guns and rifles for people to know more.
We could request top shooters in the fraternity to give letters and ads.
We could collect addresses and contact details of those who would be willing to help promote this. From my end, I am pretty sure a member of Rajya Sabha, with whom I have recently built a contact, will surely vouch for us.
We could also sell sub.scriptions to magazines on shooting that Rottlord has planned.
We could invite advertisements in the magazines that will help in costing.
We could further this to paid 'training and awareness' camps in basic air-gun training for schools and colleges.
... and most importantly, we could help develop 'our' fraternity, which will strengthen our cause

TenX, I somehow feel that all these shall come later; you need to educate people first on firearm theories. If we manage to take the mag out, then within 6 months of the launch we can get these things started to spread the awareness even further. The primary thing is interest; if a person buys the mag then his interest shall gradually build up on the featured products and subjects and then, it is them who are going to rush to learn more on the things.
But this is what I think. I want the community to put their individual views on the topic.

Yes TENX, I have already got in touch with the person who issues the RNI number for publications; spoke to the Jain Distributors for the distribution of the mag in WB and chalked out the basic layout for the mag. Besides, my uncle (my mother's brother) is into active politics and is one of the closest of Ms. Mamata Banerjee, the head of TMC and a former Rly minister. I have already spoke to my uncle regarding this matter and he has promised to take the matter to her once we are ready with everything.

But it depends on the head honchos; once the donations are collected (I'm not bragging but I've already made it) and the site admin gives me a go, I shall put them across the press I've already spoken to; if I was a millionaire, I wouldn't have bothered for the money to arrive. Roughly, 5000 copies of 56 pages each (including covers i.e. 56 pages inside) in 90 gsm art paper shall come close to 50,000, roughly. So that makes it Rs.10 a mag that can be sold at 35 bucks a copy; the distributors shall charge a percentage on the sales and there is no requirement for upfronts.
However, now we must discuss this entire thing with Mr. Grewal and get the ball rolling asap.

Oh, and I forgot to mention something here; after the donations start flowing in and we have finally fixed on how to go about it, the admins and the participating site members must congregate. When and where, it's the willing site users who must speak on it.

I spoke to a person who holds a pretty high post in the Lioss Club International. After hearing me out, he was more than eager to work on arranging the 'Display-cum-seminar on Arms for Civilians'. He feels it will be a great value add for the Lions club, and will also get good publicity and people turnout. More news from him after a meeting he has on 28th Dec..
