Hello Everyone,
I am from Uttar Pradesh, my grandfather had a DBBL License under his name. Regrettably, he passed away back in 2016, and his gun was submitted in the District Armoury office.
I want to get it transferred to my name, and for this purpose, I have got No-Objection Certificate from my father, my uncles and my grandmother.
I am 24 years old, salaried professional (private-sector) and a person with clean police record.
It would be of great help if any of the learned members can brief me with the process for the transfer, as there seem to be a lot of answers and the process depends on the state of applicant.
Apart from this, for the medical certificate can I get it from the district hospital of other district, and what is the format, if it is not on letterhead but it is well stamped and signed from the registered medical practitioner.

Mr Abhi,
First get your grandfather's death and legal heir certificate, get NOC from the legal heirs only,by mentioning that particular DBBL gun, by number, make and full license particulars.
Apply for fresh license online through the NDAL- ALIS portal under heirloomcategory. Submit all the above documents, pay the fees and wait for 60 days.
Your license will be granted if you persevere. Do not take short routes.
Get a medical certificate from a Government doctor in the S-2 format by typing it on that doctor's letter head.
You can also send the printout of your online application via speed post with acknowledgement due card.

I initiated the transfer process by getting an application form from the DM Office and received the documents at my designated police station for verification. They have asked me to submit the following documents to proceed further:
- NOC from all legal heir(s) with the details of the GUN and license particulars
- Legal heir certificate
- Medical Fitness Certificate (Form S-3) Page 3 on this:(https://cdn.s3waas.gov.in/s3d840cc5d906 ... 090617.pdf)
- A copy of the existing GUN license in my grandfather's name
- 4 passport sized photo
- Income proof/Copy of ITR for last 3 years
- Address proof signed & stamped by the village pradhan
Also, they mentioned, apart from this, a separate document that is received at the Tehsil office which will be verified separately.
I have prepared all the documents diligently. I have acquired the medical fitness certificate duly signed and stamped from the nearby district hospital, on the FORM S-3 itself, but that is not on the letter-head as that facility is not available in district hospitals.
Please let me know if these documents look complete and shall I submit them to the police station for further verification.
