In Bihar buying cartridges now will invite a visit from the local thana asking why you need to buy now. Arms dealer told me police are coming around every day and taking a list of the buyers.

There is an order of the Allahabad High Court which says that if the licence was obtained for personal safety, then the weapon need not be deposited.I used to have a copy of the order but somehow, it did not transferred to my new computer. I will however try and locate it and share ASAP.
