Vineet, no manufacturer is allowed to import complete firearms for sale . However ,as the Delhi High court has held, license to manufacture also means license to assemble. If parts are imported and then assembled into a pistol in India, then that pistol has not been proof tested anywhere. Hence the need for proof testing as per law.

They were missing a license to proof test. That the pistols were assembled from parts imported instead of manufactured in India was not the reason why the MHA issued a letter ordering the already sold pistols to be taken back/confiscated. Lack of proof testing was.
Thats what I wrote, in this respective subject I had very deeply studied and read the real issue which I have posted a detailed reply in other post which explains all things which went wrong with the CMPTL, I had come across a person who uses glock and I doubt he has surrendered his glock as mentioned in the MHA orders which stated that all the units sold of glocks be deposited in the state treasury .

I am travelling and will talk to him and let you know if he has returned the weapon or not.

Proof testing is not that big a task. More than ten private handguns manufacturing companies are doing it or getting it done in India then why not CMT can do it.

I don't know how the others are doing it and why CMTPL can't but if you want to do a proper job of proof testing ,it is not that simple nor is the equipment cheap.

There is no clarity on availability of civilian pistols by CMTPL. When will it start it's impossible to say?

I was in a Gun Store in Delhi recently and was offered a Glock at an astronomical price of 35 Lakhs. I am not joking.

Saw something interesting on the Cmtpl glock India website. On the main page itself at the top portion it is mentioned that the company has the authority to proof test weapons . People have been talking about the lack of this very permission as the reason why their sale of pistols for civilians was stopped. Has this declaration of authority to proof test always been there on the website or is it a new addition which would give hope to people waiting for the retail to start.

It's a very reasonable price, considering that it's costs a whooping 500 - 600$ in usa so it's at a massive discount considering that 35 is lower number than 600. We should rather felicitate such honorable seller for their service to mankind. Such gracias acts only happen in here.
