Importing parts
Is importing parts of firearm like guard,rails , stocks allowed in India ? Is it considered as fire arm ?

It will be better and much easier if you import it through a renowned Gun Dealer in your area. They will have the required permits for this. They will charge you moderate fees for this.

They are considered firearm accessories and not restricted but one cannot predict how the customs can view them.

So gun shop owners can import them ? Or gun dealers ? With permission to import ?

Any gun part that is related to firing mechanism ie trigger, hammer, sear, firing pin, trigger/FP spring/recoil spring, barrel come under restricted category as per the Arms Act that I interpreted a few years ago. Patrons can shed light on it in case anything is amended of late.

Small parts of dual use, like springs, pins, screws etc. are not covered under any restriction and may be freely imported on paying the relevant duty/ taxes as applicable.
Sights (including metal and/ or optical sights/ scopes) are under the restricted category and require an import license, ditto for any major parts like barrels etc. (exceptions are in place for renowned shooters, but not for others).

Rails should be fine, stocks will most likely be held up, due to their shape, even though they are not a major part, best avoided. Not sure what you mean by chassis system? Also, you will find that in many cases, there are export restrictions in place (in many countries), which means sometimes even ordinary dual use things may not be sold to you (depending on where you are shopping). Do check the export restrictions in said country prior to buying anything.
I would suggest you get a good stockmaker in India to make you a custom wooden stock, it'll be much better than any off the shelf stuff anyway, and could even be cheaper. A custom fitted American walnut shotgun stock (by a competent stock maker here) should cost you between 20 to 30k in India. Rifle stock would cost a bit more as there's more work and material involved. You can also go for more expensive wood like Kashmiri walnut, but that would increase the cost quite a bit.
While a fitted stock is essential for a shotgun, you will find that even your rifle shooting would improve substantially with a fitted stock.

If it's from the USA, then these parts might be under EAR (Export Administration Regulations). And that's tough to get through.
