If you are trying to establish new one then I feel it's better to speak your DC and SP sure they will help you As they should have more knowledge about It, Only thing is you must have free dedicated time some members in your team with similar interests and more necessarily funds dedicated for the cause.

One more thing, space for indoor and Outdoor Range. Location should have NOC from district authorities and neighbors.
There are few guide lines you need to check.

My 2 cents here. I think, you will also need the help of a Renowned Shot, who would be interested to join you as a partner in this venture (only, if you plan to include firearms)

Dear shome in my friend circle more than 5 to 6 Renowned Shot is there and my brother is also a Renowned Shot i am saying that what is the full process of open district rifle association i think
1 step is registered a society
2 step noc from sports department
3 step location range office
4 apply for license
5 open a range with shooting competition

I would again like to say that Location is the one main criteria. If it's only Air rifle and a indoor range then the complications may be less as the safety parameters for indoor range is different but still you need to keep in mind back stop and safety control on distracted pellets.
But for firearms it's difficult to get a permit for a open range. Lot of NOC comes in picture. And after all of this, by chance any near by residents complains about this range then it will be taken seriously by authorities
After all no govt. Officials wants to take risk of any accident related to guns.
If it's a firearms range then Plan a place out of locality and in open fields. Add some sports persons and old renowned shots in your team. That will give you more weight but again I am not sure that a private range will get the approval of district rifle club or not.
I have doubts in this matter.
