Is BSA/LSA Lee Sporting Rifle in .315 is better than IOF .315 in terms of ballistic performance? what is the resale cost of such a rifle in India?

Its the same calibre so the ballistic performance will be identical given the same barrel length.

As AlanD said- if the barrel lengths are similar as is the bullet weight and powder charge, there should be minimal variations in the ballsitics. E.g., a Win or Rem 30-06 Vs the IOF 30-06 should deliver similar ballistics , viz,velocity and SD in a comparision, using similar ammo -say 180gr PPU or S&B
