The way I see it is that once they are ready they will lobby enough from the back channels to ease the gun laws in India and make licensing easy citing western countries.
License process will remain strict only there will not he any change in that no matter how much the push the government .
Those who want license they take it any way by giving bribes and using connections .

I planned to stay in the UK in May and June 2000. Apart from travel and sightseeing, rebuilding a 1938 500 cc four valve Rudge motorcycle engine and developing suitable loads for a .500/.450 No 1 Express double rifle by Daniel Fraser were on the agenda. Also bringing back a Bang and Olufsen music system stored there with a few other odds and ends.
