Is M1 Garand 30-06 available for civilian in India?

Can anyone know about availability of M1 Garand 30-06 from Jabalpur Factory to the Civillian.

M1s aren't manufactured in India. Only existing copies are WW2 antiques. Most are on a permissible weapons license so will have their gas blocks punctured to disable their semi-auto fire.

As per rules, armymen can not sell to civilians. Armymen has to deposit back to government but some Armymen go out of way sell to civilians.

Sometimes, guns are auctioned/directly sold to servicemen as well, in which case they may resell them if they so choose. Even so, the usual restrictions will apply. I was refering to the issued weapons being available for purchase bit mentioned above.

As regards weapons auctioned/sold to servicemen, are there a seperate set of rules for NPB weapons possessed by military personnel and those possessed by civilians with the latter being given greater privilege in that they have the right to resell while servicemen cannot?

It's not like only existing service weapons are sold that way. Those that were collected from enemies during wars are auctioned and sold as well. And many of these would fall on the NPB side of the legal equation. The article doesn't mention which 30 cal pistols the defaulters sold and also states they were selling PB ware (9mm etc) on the grey market. The latter part is well understood to be illegal. Not to mention, dabbling in grey market is an illegal act in itself, regardless of whatever that's being sold.

However, since we're discussing Garand here, a properly neutered piece with its gas block deactivated should (technically) be resellable since its chambered in 30-06, making it NPB.

Army men gets alloted M1 garand from Jabalpur for Rs. 768/- (Yes, you have read it right, Rs. 768 only) and in the open market, the price is Rs. 3,00,000/-

So as per rules, they are not allowed to sell it to civilians. It has to be returned back to the issuing authority or can be transferred to another Army men after receiving consent letter from issuing authority.
