They tried to limit it to one and only conceded another simply because of the tireless efforts of the NAGRI team and various leaders. They almost got away with that. They will again try to do that if law abiding gun owners become lackadaisical and take. Then it will be none. Support NAGRI and spread awareness!
Not to downplay any efforts made by NAGRI but I believe they conceded only because of resistance of the politicians themselves from ruling and oppostion parties and possibly also somewhat due to the NRAI...

Really a very sad indeed for all Law abiding citizens of India. It shows how the beureaucracy is misguiding the lawmakers . This is not going to bring down any gun related crime rate as almost all gun related crime is done with illegal and country weapons which the law makers and law enforcers are impotent to control or stop. I am wondering what is going to be achieved by this senseless move.

The limit of 3 under Section 3(2) goes down to 2 (TWO), penalties are increased for various offences, some new offences added, provisions from MCOCA (organised criminal activities) added, rest remains the same for now.
Sir many are really dissapointed for the reduction and may rightly take legal action. However due to the efforts of NAGRI and NRAI to reach to many Parliamentarians finally has resulted in 2 weapons or else our HM is not a person to budge from 1 weapon. I have heard Rifle Club shooter will get an extra weapon. Will it necessarily have to be a .22?
Dear Sir,

Most probably, it means that a sports category license will allow a sports person to hold a license in the category he/she participates, irrespective of the caliber. Main issue is probably, will they be magnanimous enough to grant licenses under sports as well as aelf-defense category. Sheer Nonsense.

Absolutely True Sir.

I sadly say that we again face a Mumbai-style terrorist attack, and a licensed gentleman/gentlewoman thwarts attack. Maybe, such a scenario will have some effect upon the majority (read antis).

Mr Shome speaking of Kolkata only, few licences are issued annually by the Arms department and mainly in Sports category ( though I have acquired in both Self Defence and Sports). However we have to see the changes after this Amendment.

In 2016, Ashesh Biswas, DC, Reserve Force, Kolkata Police has said "Of the 12-odd firearm licences issued every year, eight or so will be for sports (shooting); while the remaining are for individual security purposes:.

It is indeed a sad day for all law-abiding citizens of India and another nail in the coffin of the right to keep and bear arms. I will post a more detailed response shortly.

Yes, what actually changes at the ground level, remains to be seen. So, as of now, only 4 annual licenses for self-defense in Kolkata. It can be easily surmised that these four only go to people with connections.

This also reminds me that a license-holding instructor at the Howrah Rifle Club recently told me that an IPS-level officer has recommended putting a limit on ammunition sale for license holders under the self-defense category in the Howrah area. The gentleman (shooting instructor) could be wrong, because I don't think that an officer is entitled to suddenly take such a decision for a particular area.

It's very unfortunate to see and fathom the fact that in our great country no one seems to be bothered about plights of a common citizen. Whims of one man outweighs common sense. Licensed or unlicensed, gun holders are outlaws in the eyes of buerocrats and great leaders. Babus win again and the endless saga of pain continues. Joyous shooters and unaffected responsible citizens just wait for few days when the updated arms rules comes into enforcement. Desperate times are not over mitro. Enjoy what is coming up in the future. (Zarurat nahi hai- quoting someone who you all heard )

Has the amendment been passed by the rajya sabha also??For the licencees coming under the 2 arms purview and in the process of losing a great legend of a firearm on the 3rd licence,my recommendation would only be to quickly apply for licences for other family members to ensure the weapon stays with you...these sarkari idiots will give some time for implementation and deposition of the (now) extra weapon.Frankly the ones hit hard are those holding all 3 weapons.

Yes, it was passed by Rajya Sabha the very next day! All that remains is the President's signature and officially notification of the Act.
