Could someone enlighten me as to the applicability of the Arms Act in the States. Do the State legislatures have to approve this act and can they make local/state specific amendments?.

It is central act no state can interfere only legal solution is to file writ of certiori in shape of PIL.aLSO GUN OWNERS needs to prepare for big agitation as done by USA gun owners .We r around 1 crores and launch big peaceful agitation.It is fascism by central goverment.

This was an update just an hour ago. No cheer but it seems the ammendment is done allowing 2 firearms instead of 3. Can anyone confirm?

Please don't fall for the wrong reports in the media. The above pdf file shows exactly what was filed in Lok Sabha today, that is the reduction from 3 to 1 firearm only. While it was discussed earlier to reduce it to 2 firearms, this was further modified to one.
The media reports seem to be in a time lag, and has not caught on yet.

Also please note the Errata, it mentions further corrections which seemed to have been missing from the HMs note.

the objects of the act are to come down on illegal weapons but they are coming down heavily on legal licenced weapons !

Possibly but it seems this is the latest news as of today (ammended for 2) even as per the economic times and business standard.
