Great news for U. P. residents. The stay on issuance of fresh licenses has been lifted by the Allahabad High Court.

If you could please tell some more details like writ number etc. so that it can be searched on court's website and be read in detail.

GO has also been sent but some sources have informed that there is an unofficial ban i.e. the home secretary has unofficially asked the DM's to not issue license unless and untill the case is very compelling. Also the home secretary himself is reviewing people who should be provided with the license, this is hearsay but almost all files are pending/rejected stating frivolous reasons such as you need to submit Solvency Certificate, ITR, Property Documents, Domicile Certificate, Character Cerrificate etc. and all these documents have no mention in Arms Act/Rules and getting Solvency and Character certificate will take more time than the license itself as specified in Arms Act/Rules.
Don't know why they are doing so, moreover now the DM has to inform the State Government about number of licenses issued during his tenure and the recent episode of Chandrakala has made some impact on these officers, so they are more cautious.

As a general rule no office would gamble his pen for 2-3 lacs. They earn more than that easily using other means and usually without any consequences. And when the home secretary has given instructions (though unofficial) then they won't do it. And i hardly doubt that the Home Secretary is going to be happy in such baksheesh.

Sir, there is no worldwide license. Being a sovereign India has its own laws and can enforce them. You mah bring a weapon in India by leave of the Central Government for specific allowed purposes. If you want to possess a gun in India then you have to care about Indian Rules. Home Secretary is the authorised officer to deal with these issues (may be read as the government)

Added in 7 minutes 22 seconds:
And yes, I would like to get a gun license worldwide in the way you just told, if there exists a provision.

Sir you understand if president other country give your a present its NOT weapon its government award and rules about weapon do not apply
If India govt does not recognize the state awards of this state; this shows India’s disrespect for this state and brings the issue of this award to another level
Conventionally, a foreigner married an Indian citizen came to live in India and has such an award. He appealed to the Indian authorities with permission to import his state award, was refused
This citizen writes to the Ministry of Foreign Affairs of the state that issued this award. The Indian Foreign Ministry will come to believe fairly quickly a letter asking the question "Does India not love black people? Does not recognize the sovereignty of the country issuing this award?"
The minimum will be a good diplomatic scandal!
