Looking at the quality of IOF's other products, somehow I doubt that.

A few years ago, several of those pistols made it into the USA.
The people who examined them related that they looked like they had been machined by drunken Monkeys.

What size of a baksheesh is needed to buy this gun for private person?

The only relatively recent case of a civilian being sold/ issued this pistol was a "special case", i.e. to the then cricket team captain M S Dhoni! So, short of being a national celebrity or being directly related to a Minister in the Government of India, doubt there is much chance of any private person in India getting their hands on one.
