Blank Gun License
My question is are blank guns license hard to obtain like real arms license in Delhi?

An arms license is an arms license, the difference is only in terms of what you have endorsed on the license. So to answer your question, yes it would entail the same process and (by extension) the same difficulty as getting a license for a real firearm.
