Just wanted to know what are the implications as to importing a .22 airgun barrel.
Would it still be a restricted item as the whole gun (.22)?

This has been covered several times before. If you try to courier it you can't. The rule says .177 only and pertains to the whole airgun. I don't know what will happen if you courier a barrel in...you may get or you may lose it.
But you can carry one(barrel) back in personal luggage with no trouble. You can also bring a whole airgun back and pay duties 35% and take it home.
There is whole post- 'importing a Diana 35' which has the right ways and the wrong ways on this process.
