It is during the colonial British rule in India. On 1st November 18XX (I guess 81) Queen Victoria has announced “company (East India Company) would not govern India, but new constitution will be in effect”. But this constitution will be made by British parliament. which was printed in all major Indian newspapers

But the British parliament members intention was to make sure than Indians do not revolt against the British. The most important point in the new law was- possessing arms without license was illegal known as Licensing of Arms Act. Keeping in mind, that we (Indians) have used arms to revolt. Once the law came into effect, a cordon search was made in every house for arms, knife etc and confiscated them.

This one law of licensing of arms has made us slave for another 90 years as most of the revolts in between haven’t been effective to overthrow the colonial rule.

Such age old laws are still very much in effect today, even after 70 years of Independent India. Before Independence British used to provide license and now bureaucrats are the licensing authority.

Ramdev: Today, rightful and law abiding citizens have to apply for license and own arms and thugs, anti-social people (gunda, rowdy) can get arms without license very easily.
