Rumor has it, JFK got this rifle because he wanted to go deer hunting in Texas.

Did you read the letter from the army ordnance deptt? Wonder if such detail is/ was the norm or this was only because the purchaser was a US Senator?

I would say that it was not the norm.
That much care would not have been taken for a normal rifle disbursed by the CMP but I can see a dedicated armorer who loves his weapons (and enjoys his job), would take that much care if he knew it was going to someone of import.

JFK's garand looks cool.

The clips are called "en bloc" clips, different from stripper clips.
