If NYC rules are tight,dont go via JFK.
Enter and exit the US out of Newark,New Jersey,buy it in New Jersey and be done with it.
Diff state diff rules,just check them though.

New York is essentially two places. NY state with liberal gun laws and New York City with restrictions galore.
New York city proper which means the five boroughs of Manhattan, Queens, Brooklyn, Bronx and Staten Island restricts Air-arms just like Firearms. The process to aquire one is an elaborate and time consuming one.
Same situation in the entire state of New Jersey, an Air-arm is treated as a Firearm and requires a firearms card. Again a long and elaborate process, though not as bad as NYC.
In NY City and New Jersey Gun shops will not sell a gun without the proper documents. Mail order houses will not deliver to addresses in these areas.
However in the rest of New York State Air-arms are not considered Firearms and can be purchased on a cash and carry basis by those over 18 years of age.
If your visit is in a place outside NY City proper you should be Ok. Stores sell Air-rifles and mail order houses will deliver outside NYC limits. Even if you are primarily going to NYC proper. There is a perfectly legal way to buy and bring a Air-arm via JFK. If you have people (Friends/Relatives) outside NYC proper, buy the gun and pack it in your luggage at their place. On your journey back, go to the airport directly from their place not from your staying place in NYC. This last thing will technically avoid the possibility of being accused of bringing a gun into NY city from outside the city limits.
The gun should be packed in a locked case and transported in the trunk of the car. As an additional measure some people advise to render the gun temporarily unfirable. This is done by seperating the barrel from the action in break barrel kinds or by removing the cocking lever in under/side lever models.
All these silly precautions are required because at the airport you might be asked whether or not the gun is being brought from within the city limits.
Direct delivery to the airport is an option but an expensive one. Firms that deliver to the airport sell at much higher prices and will charge for delivery. On top of that you will be charged extra for an additional piece of luggage by airlines. Moreoever guns rarely survive the bashing they get when transported with airline baggage. Factor in the cost of a sturdy case for the gun. All this because you will not get possesion of the gun at airport to pack in your luggage, it has to be handed to the airline directly in NYC limits.
Buyning a gun, best bet is Pyramyd-air mail order service. Prices are great with extra 10% off coupons often available by Googling for them. One warning about ordering from Pyramyd-air, if they don't have something in stock. Under no circumstances believe the statement "out of stock, should be in by so and so date", never happens. Only buy what they have in stock unless you are visiting for a long tme and can afford delays.

X has summarized basically the rules for NYC and NJ, also legal way of transporting gun through NYC. In NJ I agree with X , no one will sell you an Air gun without permit. In NYC there is no dealer ( at least few I know) who carry air guns. I will ask a dealer here in NYC on rules for possessing or buying air guns in NYC, and per info gleaned from link provided by Sujay seems like some kind of permission is required from authorities.
Issue is as X pointed out very few gun dealers carry HW or high end air guns because one can get really good .22 rifles for same amount of money. Another thing could be picking up air gun from neighboring state, or having it mailed to an address in near by state ( as Mail orders do not ship to NJ or NYC as X stated) and then driving back to NJ day or two prior to departure so that you only have the gun in possession for 24 hours in NJ and its in transit.
You will need to carry air gun in a case as X suggested, locked and packed inside a bag. Per NYC rules guns need to be carried from house to range and back , with trigger lock and disassembled. One cannot make any pit stops in between, hence X suggestion of packing bag out of NYC and then simply driving directly to the airport is best option. I have clipped some information from Sujays links on transportation of guns and underlined key points. Where there is a will there is a way keep on searching and looking for dealers in East coast and check with pyramid etc for their recommendations.

so if i have a relative outside new york and new jersy i could order the gun there and go to their place a day before departure, pack my bags and can easily leave from there back home
thats kind of possible only thing ill have to look for some relatives on that side
