Walther Dominator 1250(.177) can be imported if you are a member of a Rifle Club. Buy .22 Dominator, I sure would like to have one.

95k For rifle alone. Shoots domi few days back,which belongs to a friend, aint worth 95k if u ask my opinion. 60k would be a fair price

Sub:- Procedure regarding clearance of blank guns/blank pistols/starter pistols, Air Rifles/Air Gun and other arms and ammunitions and such parts and accessories which can be potentially used or fitted on ‘Arms’, ‘Fire arms’ or ‘Prohibited Arms’ and on weapons such as Blank Pistols, Air Rifles and other arms And ammunitions (e.g. wooden stock, barrel, Riflescope, telescopic sight, silencer, blank cartridges,bulleted cartridges etc.)-reg

Attentions is invited of all the Trade Members and Individuals importers importing or receiving gifts at Postal Appraising Section (PAS), Foreign Post Office (FPO), Mumbai, from abroad consisting of blank guns/blank pistols/starter pistols, Air Rifles/Air Gun and other arms and ammunitions and such parts and accessories which can be potentially used or fitted on ‘Arms’, ‘Fire arms’ or ‘Prohibited Arms’ and on weapons such as Blank Pistols, Air Rifles and other arms and ammunitions(e.g. wooden stock, barrel, riflescope telescopic sight, silencer , blank cartridges ,bulleted cartridges etc.) to the provisions of the Arms Act,1959 and provisions of the foreign trade policy 2009-14.
2. As per Section 2 of the Arms Act, 1959, any weapon which is capable of firing regular bulleted cartridges and capable of being converted into serviceable weapons is covered under the definitions of ‘Arms’. “Arms” also means any article which can be adapted as weapons for offences. Accordingly possession and use of the subject mentioned goods come under the purview of the Arms Act 1959. Further import of subject mentioned goods are also restricted under the Foreign Trade policy 2009-14.
3. Accordingly, import of subject mentioned goods can be allowed upon inspection by Jurisdictional Licencing Authority of the district where the weapon is destined to or Licencing Authority of Mumbai or local Mumbai Police Station covering the jurisdiction of Foreign Post Office, Mumbai and upon inspection an NOC (No Objection Certificate) is issued clearly stating that goods under import do not require Arms Licence/user licence for its possession or use under Arm Act, 1959 or any other state law for the time being in force.
4. In this regard, the procedure is prescribed as follows:
i. After the import of subject mentioned goods, the importer or his authorized representative shall approach the PAS, FPO, Mumbai from where he will be directed to PSO Section, New Custom House, Mumbai for obtaining an Escort Preventive Officer upon payment of Escort charges. Alongwith escort charges the travelling charges of the escort officer which includes lodging, boarding and passage will also have to be borne by the importer . After obtaining the Escort Officer, the importer should arrange to carry the goods for inspection and NOC thereof to the Jurisdictional Licencing Authority of the District to which the parcel is destined or to the LicencingAurhotity of Mumbai i.e. Deputy Commissioner of Police, HQ-1, Mumbai or to local Mumbai Police Station covering the jurisdiction of Foreign Post Office, Mumbai.
ii. The Licencing Authority/local Police Station upon inspection of the subject goods under import shall issue an NOC clearly stating that the goods under import do not require Arms Licence/User Licence for its possession and use under Arm Act, 1959 or any other state law for the time being in force. In case the licencing authority/local Police station requires that goods be inspected by State or Central Forensic Science Laboratory before issuance of NOC, then either the Licencing Authority or the local Police Station or the importer has to forward the goods under import to the Forensic Laboratory. In case the licensing Authority/local Police station asks importer to forward the goods under import to Forensic Laboratory then the importer has to bear the inspection charges, if any, of the forensic laboratory and travelling/lodging/boarding/escort charges of preventive escort officer to carry the goods from the office of Licencing Authority Office/local Police station to Forensic Laboratory. In such cases, if the forensic laboratory requires the goods under import to be deposited with them for inspection then importer has to hire preventive escort officer again for collecting the goods under import and inspection report from the forensic laboratory. The concerned licencing authority/local police station should seal the package and hand it over to the escort officer for depositing the same in the custody of foreign post office from where the goods were taken for inspection.
iii. Thereafter the inspection report has to be submitted to the Licensing Authority/local Police station. Based on the inspection report the Licensing Authority/local Police station will issue an NOC as stated above. Thereafter, the goods along with NOC report will be brought back to PAS, Foreign Post Office, Mumbai, where the assessing office on the basis of NOC, will proceed for clearance for the goods after charging of appropriate duty alongwith adjudication of the case on merits, if required.
5. The above procedure will not be applicable for import of 0.177 bore Air Gun/Air Rifle as per DGFT Notification No.95(RE 2010)/2009-14 Dated 09.02.2012 when imported by ‘shooters’ registered with Rifle Clubs or District/State/National Rifle Association (hereinafter referred to as the ‘shooter’) for their personal use in small quantity or when imported by National Rifle Association of India (NRAI) for supplying the same to the eligible State Rifle Association/Club and to the eligible shooter, provided NRAI keeps appropriate account of imported weapons, as the import policy as per foreign trade policy 2009-14 is ‘free’ in such cases. This implies that import clearance of 0.177 bore Air Gun/Air Rifle to shooters or NRAI will be given without requiring inspection/NOC from Licensing Authority/local police station as such imports are policy free under Foreign Trade policy. However such clearance will be subject to the condition that the ‘shooters’ or ‘NRAI’ provides sufficient documentation/catalogue to prove that the weapon under import is 0.177 bore Air Gun/Air Rifle only.
6. Any inconvenience faced by the members of the trade and the public should be brought to the notice of the undersigned.

So, you see, instead of going through the hassle and expense of going to Mumbai and buttkissing the Commissioner, the Police, the middle men, etc. for something that costs around a hundred bucks, I think adverse regulations such as this actually encourage ''alternate'' methods of importing an otherwise legal accessory even though they are all readily available here in India but at blackmarket price.
