Central govt. officer license

Hi,
My relative is from UP-lucknow & working in cental govt. gazt. officer posted in delhi but staying in Noida .
a) Is it possible that he can get license from delhi on his present-posting place.
b] Preferred location(posting(if possible)/present-residential/native place) where should he get his license so that later his license is easily converted to all-india.
Any other suggestions would be welcome.

a) He is required to apply from the place of his present residence as license is issued at the address of present residence as is in the case of issue of passport or driving license.
b) For all india validity he needs to prove his liability to serve throughout India.

Sorry for again asking just clearing doubts.
My uncle(cental govt. gazt. officer) now living on rent in delhi for last 1 month. Can he apply for arms license in delhi.
He doesn't have delhi voter-card,ration card or DL or his own house etc.He is posted in delhi.

Rohit is your uncle posted in Delhi ???????,if he is his employer would be able to certify the same,& he can apply,but Police verification would be a big exercise for him, cause his antecedents of the past 3-5 years of residence would be checked,then they might send a verification to his native place/the place he belongs.Hope this helped.Amit
