Makarov legal?

Hello all. Is the 9x18 Makarov legal in India? I ask because I read in a news article on rediff. com that Flight Lieutenant Nachiketa (taken PoW in the Kargil War) used one to hold off Pakistani soldiers after he ejected. If he used it, it must have been IAF issue and therefore PB.

9*17 and 9*18 are both Npb. Its not all the ammo the law enforcement ever used, its a specific list....

Where can I find a list of PBs?Arms Act,Rules or somewhere else? (Pardon me, I'm really new to firearms.)
By the way isn't 0.45 ACP prohibited even though it is no longer used by any armed service or LE agency?
