please suggest photo editing software where the photo can be cut/modofied eg hiding the face

Try GIMP - available free for Windows and Linux. Not very user friendly but probably as powerful as Photoshop

Paint.net is a really good option for Windows. It is easier to use than GIMP & provides a lot of options for advanced image editing.
