In simple terms and with limited knowledge of science, I understand that sound is an energy. Excuse me if I am wrong.
When a shot is fired a combustion reaction takes place where chemical energy is transformed to produce kinetic energy for the bullet liberating heat, light and sound energy at the same time. It depends on the equipment (gun type, gun design, ammo, ammo design, muzzle brake, etc. etc.etc.) in what proportions these energies are distributed. For example, a .22LR ammo will produce more sound energy from a pistol and less kinetic energy (compared to a rifle) while the same .22LR ammo will produce less sound energy from a rifle (compared to pistol) and more kinetic energy.
Now if you are looking for a gun to make noise, weapons which shoot blank cartridges make a lot of noise too. But again, my question is what are you looking for
? Unless, you are up to top secret experiments to invent something revolutionary
