His concepts of the hierarchy of patronage/ privilege/ favours makes as much sense today as it did when he wrote about it a few hundred years ago... check it out...
"This is why men born under the yoke and then nourished

live in their native circumstance, unaware of any other state

which they were born."
This hit me the hardest and you know why.

(iii) Prior Permission of DGFT shall also not be required for transfer of imported weapons (firearms) by the Renowned Shooters* after 5 years from date of import. In respect of those shooters categorised as Renowned Shooter for at least 3 consecutive years, no permission would be required from DGFT after 3 years from date of import.

Does this mean that a renowned shooter can transfer a weapon prior to expiry of the stipulated period after obtaining permission from DGFT? Or does it mean that they can not be transferred before the stipulated period expires?

Thanks for the directing me to the latest notification Anand. I think you are referring to this one;
http://thenrai.in/images/banners/dgftnotice.pdf

But I am still clueless about my initial question - Does this mean that a renowned shooter can transfer a weapon prior to expiry of the stipulated period after obtaining permission from DGFT? Or does it mean that they can not be transferred before the stipulated period expires?
