Transfer of firearms from licence to licence w/o sale permit

Since the DM of AIzawl has been forbidden to issue a salepermit by the home department for the past 20 odd years or so, most gun owners just transfer their guns from their licence to anothers without a sale permit. Funnily though the arms branch endorses these transfers. I was wondering about the legality of such 'transfers' is this done in other places? When I asked at the arms branch, they replied that its a normal process for transfering guns from one relative to another without a sale being registered..
