Hi every body, I want to bring a scope/center point to India as a part of my personnel baggage. Please let us know as being a non member of shooting club will I be allowed to do it?? & if yes, for 4.5 diana 350 which one will be better- a Scope or Center point.

As long as it is not mounted on a firearm or air rifle, you can bring it in. You do not need a membership,AFAIK. Do a forum search as this has been answered a few times in detail.

Exporting is another matter - it is illegal to export a scope with higher power than x4 from the UK and the US also has restrictions in place .... but I`m not familiar with those.

There really should be no issue bringing in a scope if you are carrying it with your baggage. The Customs in India don't really hassle you for a single piece. The Customs in the US might cross-check your scope but usually let it go.
Grumpy has a valid point regarding the legality of a scope especially one that is > 4 X being exported, but this I think might be an issue when the scope is being exported via post/courier.
If you are coming over from the US you have almost a 99.9% of getting through without any issue. I have got a few Bushnells and Vortexes into India without any hitch at all.

For yourDiana 350 it would be ideal to use the Vortex Diamondback 4-12 X 40.. It is slighty more expensive than the Bushnell ( Banner or Trophy )
