Renewal of Gun Licence

Dear Members,
The validity of my gun license expired on 31/12/2012 and I deposited an application in the office of the DM on 08/01/2013 for renewal of the same. Long four and half months have passed but the authority didn't renew my license. Whenever I approach the clerk who deals in the subject he simply used to told me that the police verification report has not come and that's why he could not renew the license. Now I want to know from my fellow members is there any stipulated time frame for renewal of a gun license? Moreover, what should I do in this case. Please help me by providing your suggestions.

Send an RTI to the concerned Deptt. Asking about the status of renewal of your license. Questions may be put up in the following format-

A) is it true that license no. Xyz was submitted along with all required documents to your Deptt. On abc date for renewal of the same, as required under the arms act and arms rules?
B) is it true that there is no provision under the arms act arms rules that require the licensing authority to require a fresh police verification at the time of renewal? If so, why has the licensing authority sent for a fresh police verification for renewal of this license? The reasons for the same may be provided.
C) are any required documents as per arms act arms rules missing from the renewal application? If so, details of the same may be provided.
D) if all required documents have been submitted by the applicant, then reason for delay in renewing the license may be provided to the applicant.

Etc. etc.
