If you wish for a new mainspring then you can order it here (part number 29). Or if you have access to the proper tools than you can try gradually shaving off sides of the mainspring to reduce tension.

That is possible, too, but the firing pin protrusion is not deep, and it is possible that the cylinder is forcing the hammer back enough to rotate.

I should not that, without actually seeing the gun, or taking the sideplate off, one cannot tell for sure. But the fact that the hammer will not return to the rebound position indicates that the rebound lever has not fallen into position, which it should under mainspring pressure when the trigger is released.

jattgosal, your revolver needs a good gunsmith. Ask him to have a look also at the cylinder rotating lever, the cylinder stop (along with its spring), the cylinder axis rod and the hammer. A revolver is like a watch. Defect in one small component can make many more malfunction. Upon inspection you may find there was nothing wrong with the mainspring and something else was playing spoilsport. Just speaking from experience.

I feel sorry for you as Colts can be notoriously difficult to get working properly because the parts were hand fitted - even if you replace all the internals with new parts the odds are that it wouldn`t work properly. Letting `gunsmiths` with no experience on working with Colts loose on one usually does more harm than good. If you can find a competent gunsmith to do the work you can anticipate a hefty bill - especially if he has to make good previous workers bodge-ups.
Will the hammer pull back if you jiggle the cylinder around or if you try to move the hammer from side-to-side. If so then the most likely candidate for damage is the cylinder pawl - the part that turns the cylinder.
Looking at an old Numrich Arms catalogue it appears that the Police Positive Special shared parts with the Police Positive and Detective Special models however you need to know which series of Police Positive Special yours is as there were four - if the grips are original then yours would appear to be a late second series ( 1927-47 ) or a third series ( 1947-77. )

If you try to get parts from USA,you would need an Export License if the value of the parts is more than USD 100.It would cost you USD 300 and you need a letter from India saying you can import the parts.

Might be worth your time to find out how to export the revolver for repairs and then re-import it afterwards.

This wont and cant happen due to gun laws import export issues at India and then in US. I hope I am wrong Good luck

Go down to Patiala and show it to Bobby Sidhu of Peerless Firearms....he is the only one who will be able to fix it....have seen fire arms in far worse condition come out new after he has worked on them.
