Tool steel is generally hard but brittle, will take a nasty edge but can't take a beating.

sorry that i didn't reply earlier. this particular file is csk tooth file. its more of a rasp than a file. easy to heat treat. gets quite hard. wouldn't totally agree with you on the "tool steel is hard but brittle". one - "tool steel" refers to a very wide range of steels. two - whether a knife is tough or brittle has got more to do with the heat treat and edge geometry than the steel.
