First of all let me say, this is old news and has been filling the blogosphere and been on forums everywhere in the US for some time now.
"Millions of rounds of high powered ammo": a quote from one of those articles. It sounds like a statement made by the Brady bunch. It is .40 caliber pistol ammo, for heavens sake.
DHS is one of the largest Federal law enforcement agencies. They control departments like ICE, TSA and a whole bunch of other large alphabet soup agencies. These agencies employ thousands of agents. They are all required to qualify regularly. If you can do the math, dividing the number of agents by the number of rounds ordered, it isn't very much. Not only that but the contract is spread out over five years. Do the math. Divide the number of rounds by five and try to figure out how many agents this will be distributed to. A quote from Wikipedia:

Keep in mind that almost every city and town has a SSA office. Each office has armed guards. Each armed guard has to qualify periodically. SSA also has Investigative officers who often have to go to the inner cites to investigate SS fraud. They have to qualify periodically too. Looking at it that way, it is not such a large amount.
The NOAA's National weather service order is for agents of the NOAA Fisheries Office of Law Enforcement. Do you realize how much coastline the US has? Do you realize how many personnel it takes to patrol all that and enforce the laws? The NOAA order was for 46,000 rounds and 500 paper targets. If we assume target practice and do the math, it's a mere 92 rounds per target. I sometimes shoot more than that in a weekend.

Good to see these countries keep their security agencies will supplied with Ammo. If I am not mistaken the US Dep. for Homeland Security includes customs and border patrol, immigration, coast guard, secret service, law enforcement training centers, emergency management etc. with over 250,000 employees.
Compare this with a measly 60 rounds per officer for the entire year given to Police Officers for practicing in one of our states whose CM goes about thumping his chest for combating terrorism. In fact a lot of our men in khaki do not even know how to hold a gun properly.

The US LE setup with regards to DHS,FBI is not as horrible as the Indian LE setup,their agents are supposed to qualify very well.Don't forget they have SWAT Teams too which are supposed to prove they are expert shots rather than Kerala Commando,some other police commando buffoons that try to show we are great at Counter-Terrorism by breaking bricks.In the Western World police special teams fire thousands of rounds a year per man so that they avoid doing a shoddy job like Mumbai police did on 26/11 where they found out that their weapons did not fire.
But Please do give us your reasons and thoughts behind those links.

You would not want to believe the proportion of khaki weapons that do not fire when there is real action. In some cases there have not been live fire practices for years and decades!!!

I could not help but recall that one can hardly expect any unbiased information from any media wherever be it in this world, be it TV, radio, newspapers, journals and so on...The reason is simple and known to all; funding, lobbying... In short there is a particular interest, mostly commercial and quite often doubtfully honest if not vested.

After reading this rubbish, the hat tip of the day seems to be where they are passing out the tinfoil hats.With many Americans now becoming “pre-revolutionary” as a result of their fury at the Obama administration and equally unpopular lawmakers in Washington, potential civil unrest could spring not just from a poverty-stricken underclass, but also the shrinking middle class.
Perhaps that’s why the Department of Homeland Security is increasingly focusing its anti-terror apparatus on white middle class Americans, portraying them as domestic terrorists in a series of PSA videos. In addition, ‘Occupy’ protesters are also now being characterized as terrorists.
