About air pistol & rifle manufacturing licence.

Hello friends!
I was reading, reading & reading this site for all these days for long.
I commercially want to make international quality air pistols and rifles for shooters (as I am my seif a shooter).
I got the information here:-
A, If the air pistol or rifle do not penetrate the respective deal wood thickness, then no licence is required to keep and fire it. And these are not controlled items.

I want to know:-
1, Is there any manufacturing licence is required for these?
2, If these are non regulated items then why the licence is required to manufacture and sale?
3, If no licence is required then why the serial numbers are there on Indian manufactured pieces ?
4, What kind of licensing is required to manufacture compressed air pressure bottle in India and how to get that?
5, Or should I leave the idea and go to some other country?

Please I request all the legal experts and fellow members to reply in orderly and systematic manner to my questions.
These answers are not given by manufacturers and they turn their back. Your answer can take away the problem of
Indian shooters and of course make my life!!!

You may contact the office bearers of Toy Air gun, Air rifle, Air pistol & Pellets Manufactures (W) Association via PM. They might be in a better position to answer your questions since they are already into this business. The IFG ids are girrish sharma and iswgirish.

One doesn't share the secrets of ones own business,hence Girish Sharma also is unlikely to provide any information on licencing.

Dear,
The matter is sub-judicial and pending in Supreme Court, when the current units are in coma what i can suggest, let us hope for better. The details of case for licence on air gun can be searched on Google site
