In india a civilian cannot use a wireless set which may falls in VHF/HF band if he dont have a ham license.But you can use a wirless radio which uses a citizen band ie in the frequency band 26.957 – 27.283 MHz with 5 Watt Effective Radiated Power and built-in antenna.You can have a look on the order
G.S.R. 533 (E).- In exercise of the powers conferred by sections 4 and 7 of the Indian Telegraph Act, 1885 (13 of 1885) and sections 4 and 10 of the Indian Wireless Telegraphy Act, 1933 (17 of 1933), the Central Government hereby makes the following rules, namely:-
1. Short title and commencement.- (1) These rules may be called the Use of low power equipment in the Citizen band 26.957 – 27.283 MHz (Exemption from Licensing Requirement) Rules, 2005.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definition.- In these rules, unless the context otherwise requires, -
(a)“Act” means the Indian Telegraph Act,1885 (13 of 1885);
(b) “Effective Radiated Power” includes the gain of the antenna, if any;
(c) words and expressions used in these rules and not defined but defined in the Act and the Indian Wireless Telegraphy Act, 1933 (17 of 1933), shall have the same meanings respectively as are assigned to them in those Acts.
3. Use of wireless equipment in the band 26.957 – 27.283 MHz.- Notwithstanding anything contained in any law for the time being in force, no licence shall be required by any person to establish, maintain, work, possess or deal in any wireless equipment intended to be used while in motion or during halts, on non-interference, non-protection and shared (non-exclusive) basis, in the frequency band 26.957 – 27.283 MHz with 5 Watt Effective Radiated Power and built-in antenna
4. Interference.- (1) Interference is the effect of unwanted energy due to one or a combination of emissions, radiations or induction upon reception in a radio communication system, manifested by any performance degradation, misinterpretation, or loss of information which could be extracted in the absence of such unwanted energy. (2) In case where any person to whom a licence has been issued under section 4 of the Act, informs that his licensed system is getting interference from any other radio communication system exempted under these rules, the user of such unlicensed Wireless equipment shall discontinue its use forthwith.

Thanks for posting this renjith.Did a bit of googling and like I suspected,you can not get any CB radio that can meet these specification.All go upto 27.405Mhz

This reminds me of an incident which happened couple of years ago.
Some college students stole police radios and started givin fake orders and news to men at duty. Finally Kerela govt had to tune into a new frequency.

What is an amateur radio?
Amateur radio is a community of people that use radio transmitters and receivers to communicate with other Amateur radio operators. Amateur (HAM) Radio is truly a hobby but often one that makes a difference especially in emergency or disaster situations. It is an activity of Self Learning, Inter-Communication & Technical Investigation carried on between Amateur Radio Operators. Amateurs talk to local friends over the radio waves using a hand-held transceiver, communicating digitally with packet radio to exchange personal messages or vital information in an emergency, talking to other hams anywhere in the world, or engaging in contests with other Radio Amateurs over the airwaves there is something for everyone.
What Hams do with amateur radio?
• QRP - Communicating with "very low power" is a challenge that many hams enjoy. QRP is usually practiced on the HF bands
• HF radio - Hams can talk to other hams in literally any part of the globe using HF radios
• VHF (2 meters) or UHF (70 cm.) transceivers hams enjoy extremely reliable communications within their local community. You can extend your VHF range up to 50 miles or more by transmitting through a local repeater.
• Emergency and other volunteer services - Floods, landslides, earthquakes, Cyclones, Accidents (Rail / Road / Air). when ever `normal' communications go out, hams are ready to use their radios to provide emergency communication services to their communities
• Talk to an astronaut. Yes, it is really possible. Space stations do have ham radio equipment and licensed ham astronauts take the time to make contacts with amateurs on earth. Hams also have satellites where you can bounce a signal to communicate with other hams on earth.
How to become a Ham?
Amateur Radio Operators have to qualify in an examination conducted by Ministry of Communications, Government of India and obtain license for operating / possessing a Radio Station. Any individual above the age of 12 is permitted to appear for Amateur Station Operator License Examination and No Educational qualification is prescribed. It takes just two months (say two hours a day training) to become eligible for the examination. One should qualify a simple test conducted in three subjects namely I) Morse Code (Transmission & Reception) ii) Communication Procedure iii) Basic Electronics.
The Officer-In-Charge, Wireless Monitoring Station, Dept. of Telecommunication under Ministry of Communication, Govt. of India is the authority for conducting these tests in their own town provided there are sufficient number of applicants. The licenses are issued by Wireless Planning & Co-ordination Wing of DOT, Govt. of India after passing the test in any of the following grades:
1. Restricted Grade II -Permitting use of VHF/UHF only (i.e Walkie-Talkies).
2. Grade II - Permitting HF/VHF/UHF frequencies but with limited transmitting power.
3. Grade I- Permitting all amateur frequencies with higher power including latest techniques.
4. Advance Grade- Permitting higher power and advanced techniques including Satellite Communication.
Who issues licence in india?
Every licensed Radio Amateur is given a call sign that is used to identify you and your location of license. Each country that has Amateur Radio status is allocated a range of call signs by the International Telecommunications Union (ITU). Amateur Radio License in India are licensed by the Wireless Planning & Coordination wing of Ministry of Communications, Govt. of India and enjoy a far more privileges of radio operation than "CB" radio operators do.
With these privileges come responsibilities and rules for the operation of an amateur radio station. Specifically, there are a few things that hams are not allowed to do:
1. Hams are not allowed to do anything with their radios that makes them money in way. Ham radio is a hobby.
2. Ham radio operator cannot `broadcast' to the public. This means that ham radio transmissions are meant to be received by other ham radio operators. While a short-wave radios will allow you to listen to the ham radio bands, what you will hear is hams talking to other hams and not music or other radio programs of `general' interest.
The walkie talkies which are available in ebay india falls under Family radio service which is an improved walkie talkie radio system authorized in the United States since 1996. Initially proposed by Radio Shack in 1994 for use by families, FRS has also seen significant adoption by business interests, as an unlicensed, low-cost alternative to the business band. These devices comes to india from US are illegal if it is used without proper license.
Government of india imposed a restriction to ordinary people to use these wireless devices as it will cause nuisance to government as varunik said before.
One have to undergo police verification prior to get a license for wireless radio operation if operating bands are other than 11 meter Citizen band.If the radio falls in VHF/UHF/HF it requires license .Rule of thumb if it is operating frequency is not in the frequency band 26.957 – 27.283 MHz with 5 Watt Effective Radiated Power license is needed.

The market giants in wireless radio like Motorola, Kenwood, Yaesu dont have Citizens band radio according to my knowledge.Brands like Cobra,Midland are pioneers in citizen band.I think one can work in the frequencies between 26.957 – 27.283 MHz with 5 Watt Effective Radiated Power in that devices here if they buy from abroad.
