I assure you, this is exactly the situation in India, or any place where human habitat encroaches on snakes. (ref AbMehta and Prashantsinghs's posts above).
However, we don't usually have shoot at sight inclinations, despite having a high incidence of snakebite.

As for "disposals", the commonest Indian modus operandi involves 'lathis' (bamboo staves), field hockey sticks, and home made appliances of which shooter has extensive knowledge and experience.

Here are a couple of snaps of the natural snake killer.
I had one in my backyard today.
Nevla as we call them in Hindi.
