SIRSA: A group of stray dogs mauled a 10-year-old girl to death at Bahiya in Haryana's Sirsa district on Thursday.

Residents said that 11 dogs mauled Seema and even attacked one Daleep Singh, who tried to rescue the girl. Daleep had to run for his safety. "They were so aggressive that I had to run for at least 100 meters," he said.

The dogs attacked Seema near the fields where her family is employed as farm labourers.

"As we were working, she had ventured a little further to play. We could only hear screams of Seema and Daleep Singh. Though the dogs ran away after Daleep returned with a stick, Seema lay unconscious and had died," said Nanak Singh, Seema's father.

Sarpanch Harpal Singh said he would take up the case with the district administration so that villagers are allowed to kill stray dogs to prevent such incidents.

Inspector Chajju Ram said Seema's body has been handed over to the family after her post-mortem.

Call the blue Cross and ask them to award these dogs with a golden bone....Animals are animals, they need to be controlled...some pet lovers go to extremes and are taking over the whole nation..lunatics!! :? :?

I am sure sterilizing the dogs would have prevented this attack.

I would request those who have an uncontrollable urge to jump into the dogs defence, to look at their child first(if they have one) and visualize what he/she would look like if mauled to death by dogs......and THEN say something.

Unfortunately this happens often I remember reading about it six months ago apparently at bangalore. The corporation in my town takes no effort to control the stary dogs whatsoever.

No doubt very unfortunate and tragic incident.

If one notes the dogs usually attack those who are weak, show panic or appear to them as "preys" for example children or elderly. They rarely dare to attack aggressive and assertive adults. At least this is my personal experience and observation.

I remember in my childhood days when almost everyone going out of the village into the fields twirling his mustaches and carrying a gandasa or khunda/long stick with him. It was a kind of fashion statement in those days but in reality carrying gandasa/khunda/stick was for self defense purpose especially from wild dogs or animals or some occasional thug. Gone are those days and now carrying such a weapon is viewed as some sign of unusual behavior by the present generation.

@ drifter - unfortunately the municipal corporation cannot do much about them even if it wants to. This is thanks to the legal activism of Ms. Maneka Gandhi & her lawyer friend - I don't recall the exact details (google for more info), what I remember is that they had filed a PIL and got an interpretation from the Supreme Court of the prevention of cruelty to animals act, which forbid municipal bodies from putting stray/ problem animals like stray dogs etc. to sleep (the practice followed earlier to control their numbers). In stead they have been mandated to at best capture them and either relocate them to areas where they will not create a nuisance OR capture and hold them in humane conditions OR capture and neuter them to prevent them from breeding thus over time eliminating the problem. Of course the neutering program isn't very successful as strays breed at a faster pace than they can be neutered. This does present itself as a lucrative business for many NGO's though, who get plenty of funding to engage in this neutering campaign. The reality is, the conditions under which these so called "animal lover" NGO's keep the dogs is no where close to what anyone could call humane - for them this is just "good business"! Often the dogs thus captured for neutering pick up kennel diseases like parvo and die a horrible death while under the care of these NGOs. I could go on but I think I've ranted enough... :evil:

It appears they had taken help of Article 51A(g) of the Constitution to establish that there exists citizen's right under Article 21 to prevent the killing of animals. Sometime ago I read one judgment of High Court in similar case, the animal rights activists had taken help of Article 51A(g) of the Constitution that says to have compassion for living creatures is fundamental duty of citizens. Since duties and rights are like two sides of the same coin, their argument was that there exists a corresponding fundamental right under Article 21 with citizens to protect the animals with compassion. Therefore the judgment by High Court was also on similar lines what Supreme Court interpreted.
