I have my doubts but that's encouraging. Facts and figures are not correct but you should not compare US and India. The lawlessness of one country and enforcement of other are not comparable. India has more millionaire than the whole population of Canada that means we should start comparing these two in prosperity - Haji

it is because we do not commit crime thus the empty prisons, however the Parliament seems to be almost full.

Kartiksingh, the key word in your post is "reported". XL_target is bang on. For example, 95% of rape / molestations in India go unreported, as per National Commission on Women. Which woman would want to be "mentally raped" again and again by cops, lawyers, judges, et al, only to finally get a judgement of "she was raped because she was wearing western clothes"!!! (there have been judgements like this in reality). People are beaten to death by political goons and these are reported as accidents. There is something called NC - non-cognisable offence - usually filed when two people / parties come out more or less equal after a violent fight. It is not recorded as FIR / crime!!!
Naga is perfectly right. Every 5 years, we elect the biggest criminals and send them to Delhi. Smaller goons get into state legislatures, municipalities, panchayats, etc.

Or may be because many people are let go for small to medium crimes in India by our system(else people like Mr Salman Khan would be entertaining their fellow prisoners). While in countries like Usa and UK, they will put you in jail only for punching some one. Our fellow member Xl_target(Sorry Sir, dont know your name, hehe) can tell better. Also it can not be denied that almost all Indians dont involve in any criminal activities...

You are correct, FPSRussia. In the US you can go to jail for punching someone (assault). You can even be sent to jail (depending on your prior record) for verbally threatening someone (terroristic threats).

Keep in mind that there is all kinds of law enforcement around to keep you on the straight and narrow. On the city level, you have City Cops. One the county level, you have the Sheriff and his Deputies. Highways are patrolled by the State Highway Patrol (Sheriff's Deputies also have jurisdiction on some highways). In the forests and woods, you have State and Federal Forest Rangers. On the Federal level you have the Dept. of Homeland Security (customs, immigration, etc. ) and the FBI has jurisdiction over some crimes. For firearms offenses, there is the BATFE. I could go on and on. While law enforcement might not always be there when you need them, they usually will turn up when you least expect them.

If I have painted a picture of a Police State, that is not true. The average American has more individual liberties than the citizen of almost any other country. It's just that law enforcement here is very efficient and for the most part they are not corruptible. If you break the law, the chances are that you will get caught. In my personal dealings with law enforcement (speeding; when I was younger) I have found them to be polite, impartial and very professional. You can't ask for more than that.

Unfortunately, here is a segment of society to whom social pressure, as you defined it, doesn't seem to matter. There is an old saw that goes like this: Seventy percent of crime is committed by ten percent of the population. While the vast majority can be law-abiding, a small segment of the population create a disproportionate amount of crime. If they feel they can escape punishment, they just get bolder and the severity of their crimes only gets greater.

When I was about fifteen, I often traveled by train from Howrah to Durgapur. There was a group of older students who got off at Burdwan who always created problems on the train. They would pick on families or individuals and make their lives miserable. If there was a male in the group that they were bullying, they would rough house them. One day they were picking on a family with an attractive daughter and a lady there stood up and pulled the chain. The train stopped and pretty soon a CRP guy showed up. He took down names of some of those fellows and threatened them with; "If I catch any of you even looking at someone the wrong way, you will regret it". On subsequent occasions when I saw them they were very subdued. While this might be relatively minor, the threat of punishment can have a sobering effect on many would be "goonda's". On the other hand, the lack of law enforcement on the scene only makes them grow bolder.
