Not too sure about comment on other states allowing hunting with a surpressed firearm.

I believe Hiram Maxim(of Maxim machine gun fame) was an early developer of surpressors.

Developed to be a good neighbor by keeping noise of gun fire down.

Understand that term "parlor gun" came about because of it.
