yeah you are right but as one can travel via road and it will not come under Delhi High Court's jurisdiction, and one have not to go for that license thing..

Delhi High Court's jurisdiction does not matter now, since there is a stay on that judgement by Supreme Court. It is discussed at http://indiansforguns.com/viewtopic.php?f=2&t=16246
