is it legally possible for an dbbl manufacturer to sell/provide a spare barrel of same calibre along with the shotgun? if he mentions it in the bill and same gets endorsed on ur license , is it do able?

It can be done. Also it appears the policy for import of shotgun barrels is "free" subject to MHA notifications i.e. for renowned shots. One may read this thread http://indiansforguns.com/viewtopic.php?f=4&t=625

Yes on the imported weapon, you can easily get gun with barrel set.
renowned shot can import spare barrel also.
But i would recommend that you go for barrel with choke system .i.e. you can fix choke as per your requirement, from cylinder to extra full choke. Lot of companies make chokes, which are well renowned like briley. That is much easier to manage keep.
But for the indian manufacturer its difficult, i had asked Mr afzal (manufacturer of khairuddin), he said that the IOF tests barrel per gun, its very virtually impossible to get barrel set proof tested by IOF, hence the indian makers are not able to produce spare barrel.
