You can do your "research" and "design" on papers or computers but manufacturing a real firearm without the license for manufacturing firearms is a criminal offense under Arms Act 1959.

You can definitely research and design firearms.However to manufacture them,you will need a license.Check out the following link for the policy on manufacture of arms http://www.mha.nic.in/pdfs/AaAMPolicy080410.pdf
As far as the rifles of police constables jamming during the terrorist attacks of 26/11,their rifles did not jam but it was their courage that evaporated, with a few exceptions.

3). Pull the trigger.

As for the SF guys asking you why our cops did not shoot back.
The Short answer is our cops did not have the motivation, training and equipment to fight the terrorists.
all SF units in the world have these three qualities and resources, our people do not, for various reasons.

Ref 26/11, there was one incident at the VT station I believe where a cops .303 jammed on the second or third round, he had only five rounds with him. The terrorists each had 400 AK rounds. An off duty cop who was ex-army came to this cops rescue, cleared the jam and returned fire, believe one of them was killed, shame on me don't know who. You will find the CCTV footage of this incident on youtube.
Roll back to today...sure we see a lot of cops carrying 9mm P-35s but the condition we see them today is pathetic. Its easy to see that they are rusted and not well kept for. Weapons are prone to jam if not cared for properly. Seems the cops have not learned their lessons. Outdated and badly maintained equipment
Motivation is a very big factor is fighting people like terrorists....its takes an enormous amount of physical and mental discipline on the part of the individual, the team and the organisation to do the job. Something that we all know, our cops are severely lacking in. Little to non-existent motivation
Training is also very important. One needs to shoot a lot of real ammo through ones individual weapon to achieve the level of marksmanship required, and this shooting has to be done in simulated environments and training complexes called 'kill houses". The name of the game is CQB. Closed Quarter Battle. Its unreasonable to expect our entire cop force to have the kind of resources and training Most of them don't fire any weapons at all, most fire at most ten rounds a year. Although there are a small number of commando cop units now equipped with good weapons, they have yet to prove themselves in battle. Lack of training

I am a Merchant navy officer on a foreign going vessel.......one my company ship was attacked my somali pirates
and we went back nd anchored at Mombasa Kenaya..........there company put 3 veteran special forces commondos........ex commondos with excellent record with firearms..........there i had oppurtunity to talk to these
guys about there experience and guns......it was amzing experience............there we were together for 12 days
we shared a lot........one of them asked me abt th 26/11 attacks and so on.......between he asked me why did our
police doesnt shoot them back...........??????
