Prescribed Time

I have RTI'ed our home department regarding the duration of issuance of arms licence and asked what is the 'prescribed time' and the home department has come up with an ambiguous answer that since the act does not mention the actual duration of 'prescribed time' there is no actual limit as to the duration the issue of licence might take. It is due to this fact that the home department has not cleared thousands of application (including mine) for more than 3 years!

Mighy obliged if someone could enlighten me in this matter!

These loopholes are intentionally inserted in law by the corrupt to harass the applicants so that they fall at their feet. Either Parliament corrects Arms Act 1959 by putting in a specific time or approach High Court or Supreme Court with all the facts that Home Department is sitting on thousands of applications because they do not know the duration of this auspicious "prescribed time" by which they should issue the license.

Isn't there a time frame of 3 months before which a LA can issue a license even if a Police verification report does not come by then, or deny giving reasons for denial?
