This seems to be a mandatory part of the application process.Thanks in advance.

There is another mandatory part of getting it attested from an officer of not below the rank of Undersecretary in the Govt. of India or a post parallel to it in the State Goverment. After submission of form you have to wait for the NRAI Governing body meeting where it is ratified. Only then can you become a member.
