Read this article on how crooks/ gangsters - "the bad guys" are arming themselves to the teeth with illicit guns in preparation for the state elections. Of course law abiding citizens with licensed guns - "the good guys" will be required to deposit their arms with the police.... thus leaving them defenceless and giving the bad guys a free rein! When will the people wake up? When will the government be forced to change these asinine policies! :evil:

It's a busy time for the illegal gun manufacturers in the hinterlands of Uttar Pradesh and Bihar. Across both states, makers of small firearms are upgrading machinery and hiring more staff to meet a spurt in demand for cheap weapons from politicians and criminals before the UP assembly election, scheduled to start from April 7.

"We are always flooded with orders," said Sughar Singh Rajput, who has been making handguns for 30 years in Unnao, near Kanpur. "Elections keep happening. Just two years ago, there were panchayat elections, last year we had elections for civic bodies and now we have the assembly poll."

In Lucknow, guns and gangsters have found refuge in the official flats of state MLAs. The police have sent a report to the head of the state police about the flow of arms into the capital, said a senior police officer.

In both UP and Bihar, firearm makers said they had set up shop in remote rural areas because these are less policed and land is cheap. In UP, factories are located in Mainpuri, Moradabad and Unnao districts, while in Bihar these are located in Munger, Saharsa and Madhubani. In October last year, the police raided 35 illegal arms factories in Sitapur, north of Lucknow, during the panchayat elections. "The arms makers were originally masons. Now they churn out handguns," said a police officer involved in the raids.

For people like Wali Mohammad of Mainpuri, gun making is a traditional occupation. Elections are a bonanza and guns are supplied through middlemen who charge a commission of 10 to 20 per cent.

It doesn't take much skill or money to manufacture low-end weapons: a small shed, a hammer, chisel, pliers, coal forge and screw drivers as tools, and a metallic pipe, spring, wood and some nails as raw materials. Higher-end weapons require lathe machines, electric drills and a moulding unit.

In Panhai village in Fatehpur, central UP, the steel-bodied katta is in demand by criminals in North India. In Hasanpur in Unnao, Lallan is hard at work making a 'chakri' - a six-shot revolver that takes up to three days to make. "I am producing three or four pieces a day and have had to hire six more men," he says.

It's easy to see why these country-made weapons are so popular. A basic katta costs Rs 300 (in UP the cheapest ones come from Auraiyya and Etah), but these are liable to explode. Steel-barrelled kattas are preferred and prices start at Rs 1,600, says a police officer (see box).

Pakistani guns produced in Darra Adam Khel, a settlement in the North West Frontier Province, have also become popular. A pistol with six rounds costs Rs 5,000. These guns are transported through state-run buses all over the state.

"These days, we are selling up to 10 pieces a week," says a dealer from Chamangunj who introduced Pakistani arms to Kanpur. "Usually, we sell only two or three handguns a week."

Violence is common in Uttar Pradesh elections. Politicians and their henchmen often try to intimidate people to vote one way or the other, and also target opponents.

Such is the political standard of certain states in our country .. but why is it imperative for the gun liecense holder to temporarily surrender their guns during the elections .. or did i misread the message..!

Jumy,

It's the law! During elections the process laid out by the election commission requires license holders to deposit their licensed arms with the police before the commencement of electioneering. These arms remain in deposit at the Police station till the elections and counting etc. is completed, post which they can be collected back by the license holder.

Ostensibly this is done to "maintain peace" during the elections, by temporarily taking licensed arms out of circulation. What these idiots do not realise is that the bad guys DO NOT use licensed arms to commit crimes/ intimidate voters etc. :evil: So in essence this law exacerbates the problem by leaving the good guys defenceless!

Asif makes a very valid point above. Historically the registration/ licensing/ restriction on ownership of firearms has only served to restrict the good guys from owning arms - doing nothing at all to practically restrict the flow of arms to criminals and other undesirables... Our laws are a case in point! :roll: :evil:

The whole situation is simply pathetic. After the cottage industry now the Pakistanis have discovered new markets to supply arms to their long lost brothers in arms. Soon UP is going to become Bihar. We lost our way over 30 years ago. UP is fast catching up.

Electoral violence is disgraceful for a democracy. Must be contained, but why trouble a civilised licenced Arms holder. Has a civilian arm ever turned up in poll violence or capturing polling booths ?

I would call upon our eminent journalist friends, that if you have made such great efforts to unearth these facts, please reveal this information to the police as well. Maybe things will become safer. Such is the mindset of us Indians that for contesting MLA elections if Rs. 50 Lakhs is campaign budget, 1000 cartridges is also thrown in as expenses. This must come to an end. Spreading the polling over a month to holding in in phases might help but all Indians must reflect on this sorry state of affairs.

Well said but as long as voters will sell their votes things are not going to imporve. To some extend its a two way street. Election Commission has done and is doing a commendable job under these circumstances.
To your budget add extra lakhs of rupees one has to pay the fourth estate also. Nowadays newspapers make a killing since they also quote prices for printing articles.

Nice to see you safely back in Newyork.OT but for every body else,Navdeep and I met when he was in India recently.He had only half an hour that we somehow stretched to over an hour.Hope it did not get you into trouble at home.Will try to make your next visit somewhat more memorable.Appreciate the magazines that you left me.

If the recently concluded elections in Punjab are anything to go by ,then your estimate of 50lakhs for an MLA's election, is way off the mark.A gross under estimation.

I agree... in Haryana during the last MLA elections 2 Cr. was par for the course... some spent even more!

2 Crores for an MLA election ? From where do these goons get so much money ?

We are much better off in Bihar.

1995 - 7 Lakhs out of which 4 from Congress. Won

2000 - 12 Lakhs / 5 from Congress. Won

2005 - 22 Lakhs. 4 from congress. Lost
2005 again after 4 months. 21 Lakhs / 5 from Congress. Lost again.

the latest hieght was that my uncle was asked to deposit gun and on asking the reason he was told that since he is putting up near guruduwara and the there election for guruduwara Prabandkh committe, he needs to deposit license. what mockery of law

A couple of the goons in Punjab are related to me.Do you want me to ask them? Navdeep can also chip in :lol: Goons in Bihar must be pretty cheap.Nice to see that the rates are so reasonable there.

hi,

i dont know how the "goons" in haryana manage he 2 cr, in rajasthan they get it from land deals :)

last year in parshad elections they managed to spend 25 lakh per seat
