Arindam,
penpusher was only trying to find whether all the firearms were held at one time and legally as we have to be very careful with legal aspects and we did have some posts that were in violation of laws.Hope that clears up.Again.fantastic collection.

5 rounds of trap. Rules must be the same in India as the International rules here.

A round of trap with 25 birds gets a maximum 75 points if all 25 birds are hit in the first shot itself. By this standard if 5 rounds over 2 days, maximum possible score is 375 points and 125 maximum kills fetching 3 point or 2 points.

Here too we have Olympic, Double and International trap.

We do know a bit about skeet and trap, don't worry. A shooter from my club, The Jebel Ali Shooting Club holds the Olympic GOld and ISSF world Cup. ( Sheikh AHmed ).

In skeet too it is the same format for adults. 7 stations in a semi circle and the no. 8 middle station but for Juniors only the 5 middle stations are used i.e 3rd from High house first, and they fire 28 bore or 20 bore as per choice and then a single bird from last station no. 8.

Here 11 birds are released and 11 points constitute a Junior round.

Junior trap is usually with a 28 bore, 25 birds. 50 shots, 3 or 2 points for a kill depending on first or 2nd shot. The only difference is that 5 stations 10 yards ahead of the real stations are marked out.

The glasses I had in mind were Beretta, I too use them.

As for the Bihar Rifle association, let's all get involved actively in it to revive it, hold some competitions in Patna, and get some sporting clay cartridges for our members to start with.

It is the Nitish Govt. in Bihar and I have been assured all assistance by the Govt. through Digvijay Singh whom I know well, personally. Why not get down to it and try and get a Trap and Skeet Range set up around Patna. Shahid, why don't you scout for a spot preferably along the banks of the Ganges? I can get the details of the project from Jaipur where they have just recently set up 4 ultra modern Combo ranges for Trap and Skeet.

By the account given by you,you and your wife hold 9 firearms. The Arms Act allows for 3 firearms per person with an additional .22 rimfire rifle for a member of NRAI( this is allowed by a govt. notification). :? Is there some different Act applicable to Bihar?

penpusher
Not only members of the NRAI but any State or Distt. Association recognized by the NRAI. I am talking about the 4th weapon (.22)

Shahid. Where the hell are you? Are you out of the country? When are you getting back to Bihar? I am at my ancestral place in Bihar as I write this.

The rules are no different in Bihar as in the rest of the country but I being a "Renowned Shot" in both Trap and Skeet can keep two additional Shotguns each for both Trap and Skeet in addition to the 3 that anyone can keep and a .22 as mentioned by you for being a member of NRAI.
Interesting. This is the first time I have heard that renowned shots are allowed 2 additional firearms above the 3+1 limit for other licensees who are also members of the NRAI.Can you tell us about the Rule/notification that allows this.Would be helpfull for other members/visitors to this site.

So 3+1 .22 lr rifle for your wife (if she is a member of NRAI) and 3+1 .22lr rifle +2 shotguns for you. Correct me if I am wrong, but that makes 10 and not 11 or are you counting your sons shotgun in this also.

Are you not staying in Delhi or some area around it? As per the Arms Act,a licesee is supposed to inform the Licensing authority of the area that he is going to stay in for 48 hours or longer. Also,a licesee is to get anything regarding his license ie. renewal, entry, deletion... done from the licensing authority of the area that he resides in.For you that would be your current residence in Delhi/around Delhi and not some place in Bihar.

Arindam, I am in Dubai. Not been in India since last August when I was there in Patna, Chapra and Delhi over 3 days only.

A relative of yours Pushkar Shahi might have been with me in Welhams / Doon Scool in the 1970s, although he was senior to me. I guess he is a lawyer now.

Land on the banks of the Ganges / Sone is no problem. In Maner which is Patna district, we can allot 10 to 12 acres next to a Sone river Dhab ( back water ). Take your pick. Importing skeet and trap machines and getting masonry and construction work done there no problem. We will cordon off this area with fencing, and build a rifle range as well ( outdoor ), 100 yards range.

Over 150 acres of this land is used by us to grow potatoes and cabbage. We will carve out a section from this and allocate it to the Bihar Rifle Association.

penpusher. Like you said, it's interesting indeed but on two counts , 1- That you are hearing it for the first time and 2- The Central Govt. did not inform you regarding this Notification though it has been in existence since 12.9.85 to be precise. :D. The Notification No. is 110/2/4/84. Let me enlighten you a bit. The exemptions for two weapons is only for the shotgun category, for others it is one weapon and you will be surprised as to the number of people taking part in the National Shooting Championships with just the idea to get into the Renowned Shot category so as to avail of the exemption. Now for the arithmetic part - 3 ( the no. of weapons that anyone can have ) + 1 ( .22 as member of NRAI ) + 2 (Exempted under Trap) + 2 (Exempted under Skeet) = How many? I think it's 8 weapons in all + 3 on my wife's name = ? I think the total is 11 though I may be wrong as I was never good at Maths. :) Now for the other part- An all India License can be renewed anywhere in India with the condition that the renewing authority has to inform the Granting authority that it has renewed License. Now for the next part- You need not worry as the Licenses and the weapons are in Bihar. There is another Notification of 94 or 95. I don't know whether you are aware of it or not. It says that members of NRAI shall be granted All India Licenses and as for posting the Notifications in this Forum, well I don't think it's relevant as you have to be a Renowned Shot to avail the exemption and if you already are a Renowned Shot then you already know about the exemptions.

Arindam,
While an All India Lic can be renewed anywhere holds true, local state restriction's apply when such a lic is renewed in a state other than where it was issued.
In short if an All India Lic issued in Bihar is renewed in Delhi, then while it be renewed cause of change in address,it will be valid for Delhi only. The indl will then have to apply for an All India all
over again to the LG.And in these times it's kind of difficult to get it.There are always exception to the rule though.
Thanks
Sanjay

Cooldude,

I thought you meant 2 shotguns in total and not 2 shotguns per category. Will get a copy of the notification. You are right,I am hearing it for the first time. You are also right in assuming that the Central govt. did not inform me about this notification.Thou art indeed a greater man than I.

As far as the renewal of an All India License goes, I am aware of this. However the license can only be renewed by the licensing authority having jurisdiction over the area where you are now residing. This would mean your present address in Delhi/around Delhi. This is what the law says. What is being done in actual practise is another matter altogether.

You are right in that when a license is renewed by any authority other than the issuing authority,or the last renewing authority, that office is required to intimate the issuing authority and the last renewing authority about the renewal(also applies in case of entry and deletion of firearm or any other change made in the license),in actual practise this is not done.Rather verification is sought of the license from the issuing authority prior to renewal of the license.Rarely is the intimation sent to the issuing authority about the renewal or any change in the license

Sanjay,

When an All India License is renewed by a licensing authority other than the issuing authority,it does not lead to the curtailment of the license to the jurisdiction of the renewing authority. An All India License would remain an All India License unless the license is curtailed to the state or the District by the issuing authority or the licensing authority in whose jusrisdiction the licnesee is presently residing. To do this, the licensing authority would need to pass a speaking order.

penpusher. I may have a copy of the Notification lying with me in Noida. At the moment I am in Bihar. Let me have your e-mail id and if I can locate it when I get back around the 16th I will send it to you as an attachment. I have to get my hands on the other notification also. The one that says all members of NRAI will be granted All India Licenses. And don't worry, Thou shalt be always greater than I. Take care. Cheers.
